Why is your brother using your account without restriction or supervision? He should have his own account.
And you can only get a refund if the download for the purchase has not been started. In that case contact Customer Service.

Nobody cares that your brother didn't ask you. That's your problem. You are obligated to make sure he can't access your account and make purchases. All the tools are availble for you to use. If the game has been downloaded, you get nothing except a lesson.
